IRIS Data Exchange Specialist

This position will serve as the Data Exchange Specialist for the Immunization Registry Information System (IRIS) for the Iowa Department of Public Health, Immunization Program. The Immunization Program resides in the Bureau of Immunization and Tuberculosis.

Responsibilities of this position include:
Improve interoperability between IRIS and external systems to improve the amount and quality of data contained in IRIS. Work with providers using electronic health records to meet Meaningful Use requirements. Maintain data quality by assuring the accuracy of records in IRIS. Establish and maintain data quality exchange standards, including Web Services and HL7 2.5.1 messaging. Onboard external organizations to use data exchange functions, such as Web Services and HL7 2.5.1 messaging. Support external data exchange partners to resolve data exchange problems to meet IRIS specifications. Support enhancements required for future CDC implementation guides for HL7 2.5.1 or the CDC WSDL (web services). Maintain operational procedures for the use of data exchange improvement functional capability. Analyze existing data to provide recommendations for data scrubbing procedures and functions to improve data quality.

Provide technical support and guidance to customers regarding their network configurations, operating systems and communication of hardware/software required for IDPH applications. Work with customers to determine requirements, evaluate alternative solutions and then provides necessary assistance for programming services, from preliminary analysis through design, development, testing and implementation. Manage customer questions and resolves customer service problems in a timely manner. Interpret program specifications and provide recommendations based upon program requirements. Initiate and maintain working relationships with and provide information to community organizations, physicians, nurses and other healthcare professionals.

Review and monitor all installs, upgrades and tests. Document information system components related to IRIS and vaccine distribution system. Determine the symptoms/causes of process /problems involved in information processing systems and resolves accordingly. Determine if performance standards, architecture, application functions and security have been met as set by the Centers for Disease Control and Prevention (CDC) and the American Immunization Registry Association (AIRA). Test new and revised aspects of the software application and reviews results to detect and correct errors. Assure bugs and problems are documented and communicated to the vendor and program management.
