Provides technical assistance to local agencies, hospitals, state and federal partners in grant availability, preparation, funding dispersement and reporting. Assists in the development and implementation processes to ensure compliance with contractual performance measures and provides technical assistance and consultation to local, state and federal sub-contractors. Answer questions of local public health and local hospital personnel regarding the technical qualification of certain expenditures as they pertain to federal grant guidance. Provides guidance to program staff as to the appropriateness of expenditures. Recommends policy and procedures for the efficient and effective measurement of the preparedness and response programs through fiscal accountability.
Develops and maintains annual contracts for services necessary to carry out the preparedness and response, EMS grant activities, as well as ChemPack, DMAT, Ebola, FR-CARP, Medical Director, Pharmacy Cache, SHL and any new response grant activities. Works with bureau chief and program managers to articulate services to be accomplished through contracts, routes the contracts to all necessary individuals to review for accuracy, sends the contracts to contractors with information and documentation necessary to report expenses or find tools for contracts if applicable. This position assists internal and external partners with contractual reports, performance measures, progress reports, and expense reports. Works with external partners to manage their budgets and reallocate funds from entities with surplus to those with unmet financial needs.
