Director of Public Health

Under the administrative direction of the County Administrator, plans, and directs a countywide public health program, including the enforcement of health laws and regulations, community leadership responsibilities, disease control and prevention, emergency preparedness planning, health planning and education, and clinical and laboratory services.

  1. Plans, organizes, and directs long term strategy for community health.
  2. Takes a leadership and active role in various community organizations, partnerships, and agencies in order to increase community awareness of health-related issues and educate the public and health care providers on health-related subjects.
  3. Supervises and evaluates the work of senior staff; effectively recommends actions related to selection, performance review, scheduling, and discipline; administers personnel and related policies and procedures.
  4. Plans, organizes, and directs the activities of the public health program, including disease prevention and emergency preparedness, health promotion, and education while ensuring compliance with federal, state, and local laws governing public health.
  5. Approves the departmental budget; assures proper allocation and accountability for expenditures of funds.
  6. Develops and oversees the implementation of department strategic plan.
  7. Provides professional support to and organizes the work of the Board of Health Advisory Committee and also serves as HIPAA Compliance officer for county.
  8. Interacts with staff from federal, state, and other agencies to coordinate special projects pertaining to disease prevention and other health issues and ensure that programs are properly integrated.
  9. Works with the contracted Medical Director, Clinic Supervisor, and Lab Supervisor to ensure appropriate clinical and laboratory policies, protocols, and oversight of medical care including physicals, immunizations, screenings, and testing.
  10. Ensures the proper processes and resources are in place to respond to public health and community emergencies.
  11. Reviews the programs, policies, procedures, and operations of the public health department to assess how they impact the services offered to the public; provides and executes changes as necessary to ensure that services are provided in an efficient and effective manner.
  12. Monitors national, state, and local health trends and assesses the impact of health trends on the community; develops effective strategies and initiatives based on statistical trends.
  13. Engages the community in assessing the public health system capacity to meeting industry standards and provide adequate care and protection of the public.
  14. Prepares or directs the preparation of community health and related reports as required by federal and/or state agencies or County management.
  15. Performs related duties as required.
