Compliance Program Manager

Under the direction of the Bureau Chief, manages and develops the Bureau of Medical Cannabidiol (BMC) compliance program, to include reviewing, examining, and monitoring manufacturing and dispensary facilities, protocols, and seed-to-sale data. Provides support to the Bureau Chief for the licensing of new facilities, annual license renewal processes, updates to administrative rules, and licensee employee background checks. Provides functional oversight to compliance program staff positions, including inspectors and analysts (1.0-2.0 FTE). May interact with the Medical Cannabidiol Board, Chief Compliance Officer of the IDHHS, and other state agencies. Provides timely responses to stakeholders for program data, presentations, and other regulatory information.

  • Oversees the manufacturer and dispensary on-site inspection program, including developing inspection protocols and checklists, creating and implementing timelines for inspections, conducting inspections with assistance from program staff, and determining corrective action plans and follow-ups for licensee compliance. Prepares memos and reports for the Bureau Chief based on findings.
  • Primary day-to-day management of the program’s IT vendor (SalesForce) as it pertains to licensee compliance. Oversees data collection, analysis, audits, and monitoring techniques, including providing general oversight for the department’s secure seed to-sale tracking system. Facilitates requirement development, testing, and implementation of new compliance modules.
  • Works with the State Hygienic Laboratory and other stakeholders to ensure the safety of the medical cannabidiol products through laboratory testing requirements and robust quality assurance programs. Works with department, manufacturer, and dispensary staff to effect timely and efficient product recalls when products are found to be defective or patients report adverse effects of the medical cannabidiol products. Provides support for the ongoing development of the product testing program.
  • Research and monitor cannabis industry information, trends, and issues. Participates in industry regulator conferences and seminars.
  • Participates in and is an active member of special work groups and teams within the bureau, division, and department focused on quality and performance improvement, staff recognition, and team building. Attends meetings and training with bureau and department staff, and federal or state agencies, as requested. Other duties as assigned, including assignments made in emergency or disasters as mutually agreed upon by the employee and employer.
